Best sea civilization

When it comes to playing Regicide in land maps my favorite civilization is Teutons. They castles with there superior range provides ample defense against bombard cannons etc. But what is the best civilization when it comes to sea maps.
Some would say its the Vikings because of there cheap docks and unique ships. But other than in the early stages the cheap dock bonus isn't worth much. Long boasts ( viking unique unit ) are pretty effective against cannon galleons but fairs poorly against Galleons.Japanese have formidable fishing ships early game so bit difficult to harass them in the beginning. Also there galleons have better sight which helps in exploring and patrolling the seas. Turks cannon galleons are a dangerous threat because of there superior range. Also there bombard cannons provide good defensive abilities also because of there superior range.
But for me the best sea civilization are the Spanish , because there bombard cannons benefit from ballistics they can easily take down land units and they becomes perfect for the hit and run tactics that is used heavily in sea maps. There trade gold bonus is also adds to a much formidable fleet.
